The Talentless are normal humans who do not possess any talents. Fearing the Talented, they created a conspiracy surrounding them: the Talented were sent to "training camps" to fight the "Enemy of Humanity". Contrary to that, the true enemies of humanity are actually themselves, and that the training camps served as an easy way to gather all of the Talented in one place to exterminate them.
